The College Park site was originally owned by the State of California and set aside for the California Institution for Men (CIM). In 2003 the State of California Department of General Services (DGS) identified a vacant 710-acre portion of the CIM facility as surplus property and thus commenced a private developer selection process, awarded to SunCal Companies.

The vision for the project is “To create a livable community with a college town atmosphere influenced by the agrarian heritage of Chino, integrating a mixture of uses interconnected to parks and open space through a series of walkable scaled streets and pedestrian pathways. The mix of institutional, residential, retail, services and parks provides a synergistic community in which families can live, work, learn and play.

The foundation of College Park’s vision reflects a mixed-use traditional community with the character and ambience of a small college town. Anchored by the proposed Chaffey College campus, the community design for College Park is unique in that commercial, residential, institutional and regional land uses are located within the village center, conveying a sense of permanence and continuity. Frontage of the various uses within the village center is arranged around the central

“round-about,” an immense focal element offering a strong identity for both residents and visitors. To ensure design continuity throughout College Park a traditional neighborhood design approach has been applied to street design, architecture and the community landscape. Providing connectivity throughout College Park is the “Main Street.” Reminiscent of the small town avenues and boulevards of old, this street contains landscaped medians and parkways and is framed by rear-loaded residential homes. Other secondary streets within the project providing connectivity from one area to another are similarly framed with parkways and rear-loaded homes thus reinforcing the streetscape and pedestrian scale of the community.

Individual neighborhoods have central parks, small gathering areas providing identity, character and the opportunity for social interaction within each neighborhood. Neighborhood streets, trails and walkways link neighborhoods together, encouraging walking and bicycling throughout College Park. A 10-acre elementary school site and adjacent 5-acre sports park create the focal element for one part of the community and anchors the east end of B-Street, “just down the street” from Chaffey College at the west end of B-Street.

The College Park master plan is an excellent example of a strong community vision, thoughtful planning and design, and the collaborative efforts of the developers team, the State of California Department of General Services, the City of Chino, Chaffey College and the California Institution for Men.
